Additional Guidelines
The following information are rules/guidelines that the HOA has adopted over the years that are either not specifically mentioned in the HOA Covenants, By Laws and Articles of incorporation or are changes that have been made by the community since those documents were created in 2005.
Procedural Changes & Points of Clarification
The Annual HOA Meeting is held on the weekend (traditionally on a Saturday) in Late October/early November to accommodate Horse show schedules to encourage maximum attendance from the community.
The Community voted at the Annual Meeting in November 2023 to add a second meeting in the Spring. This new meeting will focus on community updates and new emerging topics for discussion while the Annual Meeting held in the Fall will be held to approve the budget for the next year and elect the new HOA Board and Architecture Review Committee (ARC) members.
The HOA Board and ARC positions transition at the end of the Calendar year.
The Executive Board and the HOA Board function as one. All Members of the HOA Board and the ARC are elected at the Fall Annual Meeting. Anyone that lives in the community can run for these positions by informing the current Board of their intention to run any time before the elections are held.
All Lots must be mowed on a regular basis - The community has determined lots should be mowed at least once a quarter during growing season. (Growing season is typically from April - late October) This was established to keep the look and feel of the community in addition to reducing the fire risk and minimizing nuisance animals that are generally found in unkept areas.
Clearing of Equestrian Easements are traditionally completed twice a year by volunteers from the community, however Residents are encouraged to maintain their own Easements, ensuring that they are passable for all Equestrian Activities throughout the year.
No Short Term Rentals or AirBnB's are allowed. Short Term Rentals are defined as a period of time less than 1 year.
HOA Dues payments in the amount of $225 are due at the beginning of each quarter on Jan 1, April 1, July 1 and October 1. Billing invoices are not sent out and it is the responsibility of the homeowner to make timely payments. Email reminders may be sent out as a courtesy. There is a Lock Box is located at the Treasurer's home that can be utilized to drop off checks (Please put all checks in an envelope to protect them from moisture). ARC Points of Clarification
Well Houses do not count towards the 3 structure limit
The only permitted fencing for horse pastures is Post and Round Rail. Either Salt Treated or Creosote are acceptable. Picture for Reference
Trainers and Boarders & Guest Clarification
Boarders:
All Boarders are required to sign the Meadows Liability Release in order to use the Common Area and Arena
Boarders are required to be accommodated by a lot owner when riding on the Equestrian Easements (trails) but are permitted to ride unaccompanied using the roads to get to the Common Area and Arena
All Lot owners that have Boarders are required to carry Care, Custody and Control Insurance for their boarders horses
Boarders need to sign the Lot owners personal liability release as required by lot owners insurance company
Boarders are to be made aware of the rules for the Common Area and Arena
Boarders are not allowed to have lessons in the Common Area or Arena, but are allowed to have outside instruction on the Lot Owners Property.
Trainers:
In order for Trainers of individual lot owners to use the Common Area and Arena they must provide proof of insurance and have "The Meadows in the Sandhills Homeowners Association and each of its members" listed as Additionally Insured, this information is to be sent to the Meadows Board prior to any use of the Common Area and Arena. Trainers are only allowed to access the Common Area and Arena by way of the Roads
Trainers are required to sign the Meadows Liability Release
Trainers are not allowed on the Equestrian Easements (trails) unless they are accompanied by a lot owner. All previously stated rules in this document regarding insurance must be in place prior to the accessing the Equestrian Easements.
Guests:
All Lot owners Guests that are engaging in Equestrian activities must sign the Meadows Liability Release before they accompany a Lot owner to the Common Area/Arena or Equestrian Easements (Trails)
